Fiscal metering plays a key role in the oil and gas industry. It is used at the custody transfer points of the plant’s output thus has impact on the revenue stream and profitability of the facility.
This course is designed to provide the participants with an understanding of principles of fiscal metering as it relates to instrumentation. The course covers various fluid flow measuring devices and associated equipment found in a typical fiscal metering station. Operational characteristics and maintenance requirements for these instruments is also covered.
Upon completion of this course, participants should have a better understanding of the operation of a typical fiscal metering station. Having this knowledge will help each technician develop confidence and professional enthusiasm, therefore, increasing their efficiency. The knowledge that technicians gained from this course will be further expanded by on-job training and practical experience they will receive throughout the duration of their career.

Day 1
Basic Fiscal Metering

On the first day, participants will be introduced the definition of fiscal metering and the glossary associated with fiscal metering. The laws of physics behind measuring fluid flow in pipes will be reviewed. Standards for measurement integrity will be covered. Instruments used for flow measurements and operation of gas chromatographs will be explained.
Day 2
Fiscal Metering Instrumentation

On this day the participants will be introduced to operation and characteristics of various fluid flow meters such as ultrasonic, orifice plate, ventruri, turbine, and coriolis flow meters. Various algorithms used by flow computers to compensate raw flow signals will be explained. The participants will learn how temperature and pressure measurements are used in the algorithms to accurately calculate volumetric flow rates.
Day 3
Fiscal Metering Analyzers

- Operating procedures
On the last day, participants will learn about how quality of petroleum products is measured using analyzers in fiscal metering station. Operation of typical flow meter provers will be discussed. Operational and maintenance carried out in typical fiscal metering stations will be explained,
This course is mainly targeted to instrumentation technicians working in the field as an introduction or refresher.
The course can be applicable to technicians working in other disciplines, equipment purchasers, procurement and storage personnel, job planners and immediate supervisors.
